D RA FT : D o no t c ite . Facts , Perceptions or Survey Questions : How should we measure corruption ?
نویسنده
چکیده
Corruption is an important economic variable but one that is extremely difficult to measure. As a result, researchers have resorted to using perception indexes as a proxy for true corruption. Recent studies suggest that perception measures are inaccurate, and have encouraged the use of methodologies that can measure fact-based corruption – corruption that actually takes place. In this paper, we argue that fact-based corruption measures are often worse indicators of true corruption levels than are perceptions. To show this, we conduct a laboratory experiment where we exogenously vary the true level of corruption (as measured by the frequency and size of bribes taken from investors), and we compare three different measures of corruption: one based on facts, another based on perceptions, and one based on survey questions asking about facts. We find that all three measures correlate well with true corruption, with perceptions doing the best. We also find that all measures suffers from biases that can make move them opposite that of true corruption. ∗We would like to thank Kristine Brown, Cary Deck, Ori Heffetz, and the graduate students in Experimental Economics. D RA FT : D o no t c ite . A Case for the Use of Perception Measures
This paper utilizes corruption data from a laboratory experiment in order to examine the effectiveness of perceptions as valid empirical measures. Somewhat ironically, we find that perception measures are most useful in exactly those situations where they disagree with their objective counterparts. Our results indicate that perception-based measures may actually be preferable to the use of fact...

The Boolean ring $B$ of measurable subsets of the unit interval, modulo sets of measure zero, has proper radical ideals (for example, ${0})$ that are closed under the natural metric, but has no prime ideal closed under that metric; hence closed radical ideals are not, in general, intersections of closed prime ideals. Moreover, $B$ is known to be complete in its metric. Togethe...
متن کاملWe Need to Measure and Address Corruption and Poor Governance in Health Systems; Comment on “We Need to Talk About Corruption in Health Systems”
Hutchinson et al offer a compelling argument for greater attention to and work in corruption in healthcare. We indeed need to talk about corruption, to understand and to grasp how to prevent and address it. This paper lays out some of the rationale for how to define the research questions, how best to address corruption – arguing that governance rather than corruption may offer a preferred star...
